Are small delays acceptable - Computer vs. Cars?

Today there was a story in the Danish media around the small delays it makes when electronic devices have small stop or just spend a long time to be ready for use. A study by the firm Wilke A / S shows that one in four workers spend between 15 and 30 minutes a day to wait.
 
I have often wondered why we accept these delays - that we generally accept that electronic equipment never works 100%. - We accept that new programs have errors from the beginning, which will then be made along the way. - We accept that programs or links is "down" without knowing why. And when it is running again, we almost never know the reason for the problem.
 
Imagine if we bought cars in the same way - Imagine an auto dealer said: Your new car may have trouble slowing down, but we expect that it will be okay in two months ........ or .... .. Sometimes you have to wait 20 minutes for the car to start. We do not know the cause, but will focus on that it does not happen too often.
 
I think that everyone would run away screaming. We would never buy that car. We would even tell all who will listen about our experience. - Why is it so that we accept those things on our computer and other electronic equipment?
